Torruellas Joins as Senior Program Manager for Electric Vehicle Transit
Circe Torruellas, JD, MPP, ENV SP, has joined Gannett Fleming as a senior program manager for electric vehicle (EV) transit in the firm’s Washington, D.C., and Baltimore offices.
She brings nearly two decades of experience in transportation planning, project development, and implementation focused on:
- Transit program management.
- Contract administration.
- Transit network and route planning for bus and rail.
- Environmental compliance.
- Sustainable initiatives.
- Special infrastructure projects.
- Transportation corridor studies.
- Economic development projects.
An Expert in Public Transit
Torruellas’ special areas of focus in public transit include bus fleet electrification, transit (bus and rail) route planning, streetcar programs, NEPA compliance, and interagency coordination.
She spent more than 17 years with the District Department of Transportation in Washington, D.C., most recently as deputy associate director for bus operations. In this role, she oversaw the DC Circulator bus service, with six routes and approximately five million passengers annually, including a $25 million operations and maintenance contract. Her team procured the first 40 new vehicles for the DC Circulator, including electric vehicles and supporting charging infrastructure, and led the site development for the District’s first electric bus storage and charging facility, as well as the DC Circulator electrification plan. Torruellas also led DC Circulator service planning development for three years and secured more than $30 million in Federal Transit Administration Section 5339 competitive funding.

About Torruellas
Torruellas earned a Juris Doctor from the University of Puerto Rico School of Law, a Master of Public Policy from the University of Minnesota, and a Bachelor of Arts from Syracuse University, with majors in public policy and international relations. She is a 2019 recipient of the Cafritz Government Public Service Excellence Individual Award, an active, long-time member of the WTS Washington, D.C., Chapter and the Conference of Minority Transportation Officials (COMTO) Washington, D.C., Chapter, and recently joined the Latinos in Transit organization.
