Massachusetts Turnpike All-Electronic Tolling Conversion

The Massachusetts Department of Transportation’s (MassDOT’s) award-winning $330 million All-Electronic Tolling (AET) conversion was a fast-paced project supported by on-site Gannett Fleming consultants who ensured the project progressed on time, on budget, and in a controlled manner.

One critical component of the conversion was the concurrent roadside toll system and customer service center (CSC) development effort, which required a simultaneous “go-live” by two separate vendor systems. In October 2016, MassDOT successfully transitioned the entire Massachusetts Turnpike to AET on time, due in large part to expertise and diligence of Gannett Fleming consultants.

What We Did

Gannett Fleming authored all AET Roadside performance and functional specifications, including trip-building models, image capture/processing details, and lane business rules, in addition to a comprehensive request for proposal (RFP) for a full-service AET Backoffice capable of accommodating automated vehicle identification (AVI) and video tolling functionality. Our implementation role included system design, testing, and operations oversight.
