In recognition of his tremendous contributions within just six months at the firm, Gannett Fleming announced the appointment of Daven Oswalt to executive vice president and executive director of its Water, Energy & Environment (WE&E) Corporate Business Group (CBG). This announcement reinforces the firm’s commitment to delivering world-class infrastructure solutions and recognizing and rewarding the exceptional performance of its employees.

As executive director, Oswalt will serve at the helm of the WE&E CBG, leading a team of 850 professionals focused on delivering technical excellence in water resources, including dams, hydraulics, and water/wastewater; environmental; regulatory and compliance; power and energy; valuation and rates; and technology solutions, including the firm’s geospatial technology division, GeoDecisions. In his new role, Oswalt will drive the strategic growth and geographic expansion of Gannett Fleming’s services in the WE&E markets, enhance the CBG’s operational efficiencies, and sustain client satisfaction by delivering innovative projects and superior results.

With an inspiring career spanning 35+ years, Oswalt brings extensive experience in comprehensive infrastructure initiatives across North America, Latin America, Europe, and Asia. He is adept at leading performance-driven teams that can meet rigorous technical requirements, accelerated schedules, and ambitious financial targets on behalf of clients. Oswalt is exceptionally skilled at integrating and galvanizing independent business groups and disciplines to deliver holistic solutions that provide exceptional outcomes and better client value. Since joining the firm, he served as part of the team integral in the acquisition of Texas-based DEC, further expanding Gannett Fleming’s geographic footprint and depth and breadth of services in the Lone Star State.

“Daven is a visionary whose strategic insight, business acumen, and proven experience across diverse market sectors are second to none,” said Bob Scaer, PE, CEO and President of Gannett Fleming. “Clients and colleagues appreciate his high energy, approachable style, and unique ability to unite stakeholders and build consensus. Combined with his people-first perspective, I am confident Daven is the right leader to take the WE&E CBG and its projects to the next level of excellence.”

Before his move to Gannett Fleming, Oswalt held executive leadership positions at global engineering firms, including AECOM, Parsons, and MWH Americas (now Stantec), where he led critical growth initiatives for the firms’ water, environmental, and federal sectors, overseeing significant projects with broad regional impacts, such as the San Francisco Public Utilities Commission’s Sewer System Improvement Program and HRSD’s Sustainable Water Initiative for Tomorrow (SWIFT).

Expressing enthusiasm for this new role, Oswalt said, “I am deeply honored to be entrusted with Gannett Fleming’s WE&E CBG. The technical caliber of the professionals in this group is unparalleled, and together, we will tackle the evolving challenges of the water, energy, and environmental markets, including PFAS, renewable energy, and air quality, to name just a few. I am incredibly excited to lead our efforts to deliver best-in-class solutions that truly make a difference for our clients and communities.”

Oswalt is actively involved in several professional societies, including the American Water Works Association, Water Environment Federation, National Association of Clean Water Agencies, and the Association of California Water Agencies. He holds a Bachelor of Arts degree from Colorado Mesa University and also completed the Senior Managers in Government program through the Harvard Kennedy School.
